Dry, Itchy, Flaky Toe

I HAVE BEEN WEARING CLOSED LEATHER SHOES ALMOST EVERYDAY AND MY SKIN ON THE OUTER SIDE OF MY BIG LEFT TOE HAS BECOME EXTREMELY DRY ,ITCHY , FLAKY AND THIN.
I HAVE APPLIED MANY ANTI FUNGAL CREAMS BUT THERE IS NO IMPROVEMENT. MY SKIN AROUND THE TOE DRIES UP VERY QUICKLY AND SOMETIMES ITCH. WHAT CAN I DO ABOUT THIS?
I ALSO SEEM TO HAVE HAMMERTOE ONLY ON THIS LEG.
